Orange County FL Zoning Approved for BackYard Chickens!

So I live in Orange County and a neighbor of mine down the street has about a dozen chickens. She homeschools her 4 kids and mentioned that she's able to get away with it due to them being leaning animals as apart of some homeschool loophole. Does anyone have in information on the legitimacy of this? I have a 5 month old daughter and was hoping to try this as well if there's anything to back it up.
 
So animal services recommended no program but they really have no say. The animal services vet convinced everyone it was a disease issue waiting to happen. In the meantime we aren't having the vote until May, I'll get some real experts to give input and bust that myth, so they won't have any excuse but lack of concern for the well-being of the people living in Orange County
