Yes they can but if the mother is a mallard then the offspring could fly if the mother is a Rouen it's a lot harder for the male to get ontop of her but the offspring wouldn't be able to fly .

Of all people I though you would know that ,

The female is the dominat decider in birds she has the extra chromosome to pick the sex. I'm sure you know that .

Plus I do have mallards and rouens that have bred before . So yeah :)

You said body size is controlled by the female. I just asked for data to support that. I doubt body size (the ability to fly) is controlled by the female. Provide some actual data.

It's not a good idea for brother and sister to mate but they can .

The resulting offspring would be inbred and act okay but if the siblings from the inbred offspring mated with one another you could have some mental problems in those offspring
 
Okay Uhh I have had multiple sets of my mallard female mateing with my Rouen males

They have had 5 sets of ducklings every year and all of there babies have flown

In another flock I keep my feme rouens with 2 make mallards and 1 female mallard

The female rouens have mated with the mallard males and hatch some babies ever year ( until 201 when all my female rouens died even the half Rouen half mallard females ) all of there offspring had little to no flight .

( is that satisfying have I explained it enough )
