I was told he is a hubbard meat bird but wasnt sure.

Probably a Buff Orpington mix. I'm not familiar with the Hubbard meat bird, but judging by his size, he could be one.

He does look a bit like some sort of Red broiler cross, and could definitely be a Hubbard meat bird. Another type of mix (possibly with Orpington), is another possibility.
It doesn't look like any of the Hubbard Meat birds that I've seen. They're either much redder (as in the Hubbard Red Broiler), or much whiter (as in the Hubbard Cornish cross). Your rooster looks to me like a Buff Orpington mixed breed.
