Is this normal? I have a few birds that do it. They don't cough when eating scraps or when not eating at all, only while eating.
Only coughing when eating bagged food?

Powdery feed will make birds cough. Use a good size crumble or start giving pelleted feed. Make sure they have plenty of fresh, clean water all day long.
