4 week old delaware and SS sexing

Hi chicken experts, I need some assistance sexing a couple of my chicks. They are a little over 4 weeks old and the two I have concerns about the most are my Delaware and my SS. The SS is only because she has no tail to speak of and is behind all the others on feathering, just now getting chest and head "big kid" feathers and I heard that can be indicative of roos. No comb to speak of at the moment though. The delaware I am just unsure on. No roosters allowed here so I want to find out as soon as I can so I can find homes for any boys.

So some light spotting on neck but none so far on her back/shoulders. A little bit of a comb but not red at all yet.





See, no tail! She has always been the smallest but seems very healthy and active.

And still LOTS of down on the chest/neck/face when the other girls (all different breeds) are nearly down-free right now.

Any insight?
 
The Delaware has a lot of wattle growth for a four week old and some monster legs that make me think roo, I'm really not familiar with the breed though. I don't see much comb or wattle on the SS, maybe she is just a slow grower?
 
The delaware's legs don't seem proportionality larger than any of the others. They aren't as big as either of my 3 EEs, who are just big girls all around but not showing any signs of roo-ness. But maybe I'm grasping at straws here cuz I really don't want her to be a roo!

Any updated pics? Are they both pullets?
