Flooring material for a coop

The outdoor caged in part of my coops has stone pavers as flooring with pine shavings, so I don't see how a concrete pad would cause issues, as long as a thick layer of pine shavings is laid down on top.
 
I have a concrete pad under my deck that would be a great place to place a utilitarian coop. Is that a practical flooring if lined with 4 inches of pine shavings and using the dry bedding method.
Could be fine for a coop floor...not sure 'under a deck' is practical tho.
Is the deck permeable(does water, rain/snow melt, run thru it)?
Would the coop be reachable on all sides for maintenance of house and coop?
Will they have a run that is on the ground(not on the concrete)?

Lots of variable to consider about where to put a coop and run.
