Hen isn't laying

Our barred rock hen is only a few months old (possibly 3 or 4 months old). She has not laid any eggs at all. We have a rooster, that is roughly a month older than her. He is reaching sexual maturity and is attempting to mount our hen. Our hen, however, shows no interest and usually runs from him and hides behind us. When do Barred Rocks start laying?
To give insight of her temperament, she's dominant towards our younger chickens but fearful of our rooster. So my question is: is there anything keeping her or interfering with her egg laying?

She's too young. Most birds lay at 22-26 weeks, she may not start this year at all with the days getting shorter.
Is she your only pullet? Does you cockerel harass her constantly?

We have multiple pullets. Our Barred Rock and our Austra White are the main ones our rooster targets the most. Moreso the Barred Rock as she's bigger.
