How long to wait before assist?

I have some Ayam Cemani eggs set that are suppose to hatch today. Last night two externally pipped around 7 pm. At around 6 o clock this morning one egg had already hatched. I expected it to have hatched 1-2 hours before as it was somewhat dry already.
But the first egg that pipped hasnt progressed. Its now 8 in the morning. Should i assist?

And it stopped again and didnt get very far

As long as it's making progress, don't assist. It's always always always better for the chick to be able to hatch on its own if possible. Assisting is the last resort.
