Not growing feathers, bullied by other chicks

One of our chicks ,2 months ,has very few feathers and hardly walks. Not sure of breed, but another similar chick is doing well.
Here’s a few pics of the sickly one and it’s clutch mate.

The featherless one gets attacked from one of the other , bigger chicks in the clutch and we have to keep them separated.
 
They look like Cornish X, meat birds. they have to have restricted diet if you intend to keep them but they look long past that point.
We will read up on them and find out what we can do. Didn’t know what breed they are.
We have a friend at TSC that gives us the pasty butt chicks rather than let them die and get thrown away, which is the reason we have so many different breeds on our farm.

Cornish X are designed to be slaughtered by 12 weeks, I think it's likely too late for a restricted diet to keep them healthy. Their organs/legs will give out at some point.
