She eats and drinks like a regular quail now, and it doesn't look like the eye bothers her

Yes, she acts better, but I'm not quite sure what happened to her eye. She lays eggs, too.

Hard to know what happened with her eye. She may have injured it somehow in the past.
I'd keep watch on it. If you notice it bothering her or you see anything like pus, bubbles, debris in it, then use a small amount of saline to gently clean/flush the eye and see if that helps. Terramycin eye ointment or Original Neosporin can be used in the eye if it gets really irritated or looks like it's getting infected (rinse with saline first, then apply your ointment).
