I'm interested in to what the answer is. It almost looks like if a melanistic mutant pheasant and a snowflake bobwhite had a baby.

To me it looks like a Platinum or a Dilute Ringnecked. James Pfarr is the world's foremost authority of True Pheasants.
Yes, they are available in the U.S. ....I raise both!!!! So do a few other peeps.

Very handsome. The one on FB has some dark underfluffies in the bottom area. I wonder what causes that. lol

only difference is the one in the pic doesn't have a ring around it's neck but that's possible.

More of the Common Chinese ring necked coming out. That's what I was referring too when I mentioned the ring around the neck or the lack thereof.
