Shealths wont come off new chicken

Hello all,

I have a chicken, Frank, that seemed to have problems with its neck around 3 weeks old. I separated it from the flock because I thought they were just picking on it. Now the chicken is 14 weeks old and has shealths on its feathers that are 4 inches long. What would cause this? The majority of the sheathed feathers are on the head all the way along its back and butt. I’m thinking she can’t reach them to preen them off? The feathers on her stomach are very fluffy but normal. I have no clue? I’ve kept her separate from the flock but that’s quickly becoming an unviable option. Any help appreciated.

They just manage to preen them off themselves or in time they flake off. It's such a hard thing for me not to pick at them when mine have that lol.

Are they still on grower feed? The extra protein in grower/starter feed helps with feathers.
