Not sure why you want bales in a winter run.

I use them as chicken-level wind-baffles and entertainment.

That could be. But, straw has multiple uses in a winter run. Not only for a barrier and entertainment, but also can be used as bedding (for ducks) and paths to get off of the snow if needed. I spread straw around the run because even when I've put up a tarp, snow still gets in the run. Then, it can be raked out and added to the spring garden for mulch.
