Wet duckling underbelly

My Pekin ducklings always have a wet underbelly. I change their shaving twice a day. I bring them into the living for playtime and let them sleep and hopefully dry off more. Is there anything I can do to help them?

Is this after swimming? Are they able to get in their waterer, or is their bedding getting wet fast?
The reason they're wet is because they've been in a wet environment, the reason they are staying wet is because they can't waterproof themselves yet, at this age that's normal for ducklings.
It is best to keep them dry though, which means preventing them from getting into their waterer, drying them after they've had a supervised swim, and trying to keep the brooder clean and dry (hard to do, I know)
