I wouldn't say there is a "best place" to keep chickens. Chickens are hardy creatures, and can be kept almost anywhere in the world, except in the polar climates (same with ducks). Many countries have breeds that they developed over time to suit their needs and their climates, so you'll find that different breeds are more capable in living in certain conditions than others.
