Duck Foot Problem

*This is NOT Bumble foot* *Necrotic callus?*
Bubbles, my female Pekin, has had this issue 3 times. Each time I have removed the scab daily until clean skin begins to grow back. I do not know what it is, and I do not know how to stop it from happening again. The pads on her feet are HUGE, and I feel like they need to be surgically reduced or something. I REALLY need help figuring this out! *Nothing to cut her feet in the pen*

Might she have circulatory problems? I am thinking if there is not good circulation to her foot, that might precipitate this.... does she get into a swim pool regularly?
