I have a friend who has a chick that started hatching yesterday afternoon which was day 19. It hasn't made any progress in the last 18 hours. Should the chick be helped yet?

I was worried that was going to be the answer. I've never had to euthanize before and I'm heartbroken. I don't want my little chick to suffer though. Thank you for the honest advice.
This baby hatched in the middle of the night and has some leg and feet issues. I know what to do for the crooked toes but I'm not sure about his legs. It doesn't seem like like splay leg to me compared to other pics I have seen. One leg is completely straight and won't bend. Anyone that can help?

UPDATE:
Number 1 is definitely a rooster. He started crowing today! He hatched on October 17th so he is only two months old. We haven't put the new one chicks in with the rest of our flock but he must have heard our other rooster and decided to give it a whirl. It's the cutest thing ever!

I hatched these three chicks 7 weeks ago. Can anyone tell if these are hens or roos? The mom is a Red Sex Link and the dad is a Golden Laced Polish.Thanks!
