No, not a quality control issue. It is an issue of not having provided the temperature controller option to the US market. They were always made to be used with a controller.
It seems, if you read through more on this thread, that not all of them are set very hot. I can't verify that because I haven't felt any of the other folks heat plates. But I know mine is WAY TOO HOT for a chick to try to push up against without the heat modification.

Use a lamp dimmer with it and dial it down to a reasonable temperature. These were designed to be used with a temperature regulator that they don't make for the US yet.

When I first turn my plate on without the dimmer, I let it heat up and get an idea of how hot it is to the touch. Since they have to be able to touch the plate, I go by the feel.

The top doesn't get much heat so the cling wrap is okay. I'm a stickler for being careful about fumes. The item itself puts out some.
I ended up NOT continuing to use the cling wrap because it does get moved a bit and I don't like it getting scrunched up and becoming a draw to the attention...
PS: I just do the slide by feel. I let it get warmed up then put my hand on it to feel how hot it is. I just keep it at a comfortable temperature for my hand pressed up against it.

The manufacturer is in Poland, I believe. They make a temperature control for the units that is similar to the lamp dimmer cords. They don't make them, however, for US electricity at this point.
