While some pullets do start laying at a young age, 21 and 22 weeks Is still young for many pullets to lay. I have several 26.5 weeks old and none have laid yet and I have one hatched Feb. 22 who isn't laying either although the others that age have been laying for quite a while.

They may still be a bit young. 6 months is average. Some lay younger, but many lay older. The closer the time comes, the harder it is to wait.
