I don't think there is a problem with the bigger heat plate. I think there is a lingering problem from the chicks being too cold or maybe another problem. Without seeing the setup or the care they are getting it is hard to tell what the problem is.
Is there British English on there. Some of the words are spelled a little different but you can make it out. It took me awhile to figure it out.
I think it just says to plug it in. I don't think it gives very much in the way of instructions. If I find my booklet I'll see what it says.

I agree with beekissed, raise the Heat Plate. Meat birds not only give off a lot of heat but also a lot of moisture. I would guess that the stress of shipping has made them weaker, have you been giving them electrolyte or other supplements to get them stronger?
