Girls do fan but if you get a young one that fans all the time you got a boy at lesst that is how mine have turned out, not sayen all boys fan but when they fan alot they have been boys here.
In that case number 2 might be female , photos can make it hard to tell after 3 to 4 weeks of age, i can tell for sure when i see them in person at this age.

From what i could see in photos that top breeders have the peach neck feathers are an orangy color even the bird itself looked a shade oranger if that makes any sence but a cameos has a rich brown neck at least my cameo did.

how old are the labs what kind of prey drive do they have, how long have you had birds and do you keep the labs near by where they can see the birds all the time?

At a year of age the spurs on the hens are small and the males are thicker,bigger and more to a point with kinda a curve to it. can you post photos of them?

it is a cameo looks young but then it could just be cause he lost his train anyhow last cameo male i saw grown was darker in the neck but when they are fixing to molt they are lighter anyhow as they fade with time.
I figured she is split white, i sold her last year cause i could never find a male and did not want cameo in my blood line here, trying to keep it blue here with blues, blue pieds, whites and silvers only.
Pretty cameo girl and indan blue girl is what i see.
