This one is what I have in one incubator, works flawlessly with 2 60w blubs, checked last night with the spotcheck thermometer and it's set to 37.5 C with a swing of .1 C. I don't doubt those ones that you have work, they look pretty solid I have a cheaper version of that but it's only accurate to .5 F and I didn't like that so i bought these ones, Water heater does fluctuate a lot but it's a set it and forget it once it's done. Have you ever used the humidity controller that's in the same sort of enclosure as the one you linked? I have 2 of them but stopped using humidity... just do dry hatches now.
 
I have never been to concerned with humidity until hatch time. Then I just fill the tray & it is what it is.

I don't doubt that the one you linked will flip a relay but it isn't something I'd suggest. In the USA it won't pass electrical code to get a UL rating. 110V is considered high voltage while 12v is considered low which requires the two sides of the board to be isolated.
