What gender is this RIR?

I bought my first chickens from a farmer who was pretty confident that these were all hens. However, the chicken on the right has been very bossy around the youngest chicken, and I'm noticing that his tail feathers are different, and that there are some tiny bumps that look like the start of spurs. However, I've never heard a crow, and the two youngest supposedly hatched in April (~25 weeks). Can anyone say with certainty based on this picture, or is this chicken still too young to tell? If you need a better picture of something specifically, please let me know.

None of those are breed quality Rhode island reds. They appear to be of hatchery qualit, therefore lighter. And the bird in question is a red sexlink pullet ;)

I looked closer and think I might actually see saddle feathers. Do you have a closer picture? It might actually b a rooster. 2nd gen sexlink maybe. They don't breed true, 2nd gens often look like their red mothers.

Then why doesn't he crow?

Also, can you confirm from the pic that the other two are hens or is the picture too lousy for that?
 
Like June said, crowing doesn't always happen when it should. He also looks a lot younger than 25 weeks.

The other 2, 1 looks like a pullet, and one looks like a hen. Either way, they are not all the same age, and two are female and one is a cockerel.
