If it has any pointy and shiny feathers like you mentioned, then it is definitely a cockerel.

I guess it being sick for a while slowed down it's growth. It is supposed to be a large fowl cochin. Does it normally take until 33 weeks to see their mature feathers?

No, he is unusually slow to mature even for a Cochin. Sometimes sickness can cause slow growth.
