I found this in the run today and not sure who left me this tiny egg. Most of my hens are moulting and my bantams that my broody hatched are only 16 weeks. Is this a fairy egg or an actual pullet egg?
 
At that size it is more of what is commonly called a "fairy egg" (aka wind egg, fart egg, etc) - while newly laying pullets may produce them, they are not unique to pullets and can also be laid by a bird in mid-laying cycle or an older bird entering/leaving a laying cycle. Most don't even have yolks.
