Breed or gender? I'm stumped!

So this one is at least 10 weeks old, but very small! About the same size as my 10 week silkie. Was thinking Easter egger but it has feathered feet. Reddish comb but not crowing and no aggression. Hen or rooster? And what breed?
 
I've never heard of that breed. No wonder I was stumped! I'll have to look it up. Fingers crossed for a hen of course

Can I ask what you all are seeing that says cockerel? I would just like to learn for next time!
 
It's the red comb by 10 weeks old. Pullets don't start to turn red in the comb until they are close to being ready to lay eggs, usually at about 14 to 18 weeks old. Male specific feathering usually begins to develop at about 10 weeks old, but isn't usually very visible until about 12 to 14 weeks.
