I got these chicks back in October so they are about 3.5 months old or so about 16 weeks old.  From the combs I was thinking they were hens but they are getting these 2 big feathers on their tails so I am wondering if they are getting their tail feathers or if those are rooster feathers?

Those look to be cockerels. The red coloring on the wings is a indicator of that as well as the feathering and the red combs

That particular shade of dark red on the wings/shoulders is specific to males. You have two cockerels.

You can eat him if you want to but there won't be much quality meat on him since he wasn't bred for that, and the processing might be more trouble than it's worth. Maybe re-home him?
