When do I change my chicks food

If their feed isn't medicated (for coccidia prevention), you don't have to ever change it. Laying feed is only appropriate if all the birds in the flock are laying, and it's the only thing they ever get to eat. There is no magic ingredient in layer feed that makes them lay. It's just lower in protein, which makes it a bit cheaper to buy, and has extra calcium added for eggshell production. You don't need to feed it, and if you have roosters or you like to give treats daily or if you free range, it's not going to be good choice.

I agree. For the ease of future flock management, when all the chick starter has been eaten, I would switch to an all flock feed, and stay with it from then on. It's safe and nutritious for all ages and both sexes. Just make sure to offer oyster shell as soon as they begin to lay, and always keep it available to them. They'll eat what they need to meet their needs.
