At least that's what I think Penguin is, my first incubator hatched chick (1/9) from a surprise egg batch, now hanging out with same aged RIR pullets.
I'm thinking/hoping pullet but not entirely sure

If it is a roo, wouldn't the comb be bigger and more red? I have some chicks that are only 4 wks and there is a definitive difference between the roo combs and hen combs.
 
Leaning towards Roo


My past experience with Cochin Bantams makes me remember they are slow developers.

A comb of that size at that age regardless of color is suspect.
