Something wrong with chick? Help!

We just hatched our chicks!

The hatching started last night at around 5:30 with the first chick, then again at 11:30 and 12:30. One little guy hatched out at about 1:00 this afternoon. I'm not sure what's going on with him -

First, it appears as if there's no hair around his neck at all, but it does not look quite normal despite that - he also can't walk. Temperatures were very consistent in my brisnea mini advance incubator, with only a few humidity fluctuations, and nothing below suggested range. Here are some pictures of the little guy.

He was the last to pip and the last to come out!

Is he okay? I'm unsure what to do with him!

Check out my classroom's blog as I incubate and raise 21 chicks a year with a center of 40+ preschoolers!

He's doing great now guys!! All fluffed up and happy with its siblings!

Now the first one that hatched- who has been happy and healthy in the brooder box- is having some serious trouble! It's gasping and making almost a clicking sound when it breathes- very lathargic and not moving at all! I've never had any issues like this before...
