It almost looks like feather down. Have you tried warm compresses to the eye to see if you can remove the goop? If you can get the eye cleaned up, apply some antibiotic ointment. By the look of her comb and head, other birds have peen pecking at her - I would separate her from the flock.
 
Yes i have tried warm compress. And i have separated her from the other chickens.

I would suggest making a charcoal slurry and a compress. Put the drops into her eyes, (if you can) then put a warm compress over her. Don't let her go back with the rest of the flock till she is FULLY healed.
