It mostly just needs to NOT have any sort of mold or mildew inhibitors in it. I used to be big into saltwater fish tanks and the only real rule with silicone was to not use anything with mold or mildew inhibitors since they could mess up your fish. In this case they could mess up your birds.

I can't recall exactly, but I want to say that GE "silicone 1" is safe, but GE "silicone 2" is not safe.

EDIT: If you are really worried, go with some Aquarium specific silicone. Like this for example.

The curing agents and the stuff that it will off-gas while curing is just as bad as the mold/mildew stuff. So let it cure a long while before you fill it with water. And maybe run some water thru it a few times just to flush it all out.
