Bobwhite chick health problems...

I've been having a heck of a time keep my bobwhite chicks alive!! Hatched out 17 or so if I remember right last week. Now I'm down to 9!! All been shipped eggs so some not surviving but 50% is making me go

this last one to die, a snowflake I noticed the morning it died it would just stand there with its eyes closed and breathing extremely heavy also with both wings drooping? The day before it was running around fine as could be. Anybody got any ideas on why this particular chick died with them symptoms?
 
What do you feed them? Do you keep their water clean? What kind of bedding do you use? I'm no expert when it comes to brooding, as I don't do that myself, but as half of them are still alive, I assume the temps are okay, that you grind their feed so they can eat it and so on, so those are my only clues right now.
