Barred Rock hen or rooster??

I am having trouble deciding on if this is a hen or rooster. We got the barred rock on August 22 so almost 3 months old. What do all you chicken experts think? And why do you think it is one or the other? We can't have roosters in our residential area so really hoping we don't have to get ride of 'her'

The comb and wattle development is too much for a pullet of the same age, it's double barred, which only males can be, and it has a sickle feather in its tail, which only males get.

Just curious, what does it mean for a cockerel to be double barred? I'm new to the whole chicken thing!
