depends on the species; bobwhites and Californian quail will, but the girls get a bit agro with one another. Button quail will too, most commonly when pairs have their own private space.....but coturnix are another kettle of fish; they go broody very rarely, you'd be super lucky if your coturnix sat on her own clutch
 
Unfortunately sitting on eggs can be bred out of quail very quickly. Even artificially raising one generation of quail can mean they won't brood their own eggs, and can cause males to be aggressive towards chicks even if his partner remembers what to do (this commonly happens in Button quail). Japanese/Coturnix quail have been artificially raised for generations in captivity so it's very rare that one remembers how to hatch her own eggs, and only usually happens in large, naturally planted enclosures with lots of cover and hiding spots. Your best bet is your less domesticated quail such as Bobwhites or Californian quail, like mandalorian said. And then I'd try and find a breeder who lets their own birds hatch and raise their chicks naturally if that's something that's very important to you.
