My chick won't grow and makes a crackling noise when it breathes

Hello, I have three golden comets chicks around the age of three weeks old. When I first got these chicks they seemed completely healthy; unfortunately one of them will not grow, my granddaughter and I just checked her out and gave her some electrolyte water, to give her extra nutrition along with extra feed. My granddaughter then picked her up and told me to listen to her breathing, it sounded like the chick was making a crackling noise every time she breathed. I can't find anything on this but I hope someone could help me figure out what is wrong with her.
