There are recently imported india blues in the USA and they are some difference in them and the older lines of I B here , But not a whole lott when you look at them in and around some of the other blues. It is not completely illegal to own peafowl here in India, depends on how you define 'ownership'.
Confining them is legal only for government zoos.
Also, hunting or butchering or eating them is illegal and carries a jail term or fine or both.
My grandfather's brother had a peacock which he hand-fed. Actually he found a peafowl nest in the fields, took an egg and put it under a broody hen. It just free-ranged with all the chickens. In our villages, free-ranging has no boundaries.
Most of the peafowl in our villages are partially tame. They have been spoilt by the people feeding them at temples, parks, roads, everywhere.
Also, I'm unaware of any laws regarding import / export of live birds. Frankly, I don't think its possible.

Yes it's illegal. That's the reason it's in the news.
You don't live over here. You don't know the ground situation. It's a very small incident compared to the peafowl population here.
Peafowl are flourishing in India. If you ever plan of coming here, contact me. I will be more than happy to show you. I'm an avid birdwatcher.
