I guess you never heard of Leonard's plan did you. It is legal to open carry in the Kentucky state capitol building, in fact many people travel there just to do so. Leonard was planning on showing up with his AK pistol, body armor, and magazine holder to see if they'd violate his civil rights. Unfortunately, the Kentucky State Police became aware of his intentions and were on the lookout for him so that they could welcome him and give him the grand tour.
