Chicken laws in Ormond Beach- Volusia County

I live in ormond by the sea and have had 4 red star hens for quite a while, we too are from the burgh. Being in unincorporated volusia county you may have three hens and no roosters. The flock limits seems to be related to agricultural zoning restrictions, like people who keep a horse and call it a ranch for tax purposes. Hens don't bark, roam the neighborhood, add to landfills, or carry fleas. My hens remove thatch and add nitrogen to my lawn, eat insects and get up at dawn to make me breakfast. The neighbours love them and our homeowners association approves.
 
I have thoroughly searched the Ormond Beach codes, nowhere in it does it say anything about poultry, fowl, chicken, hen, or rooster.

Livestock, yes. That is pretty open to interpretation. See my attached pics:
 
I'm ready to hand this over to the city if I ever have an issue and I'll fight it until we win.
