ideas for enforcement that I can take to the city council--Roy Utah

So last year the Roy city council approved having apiarys but not chickens and rabbits outside the agriculture zones. I read through the planning commission minutes and the city council minutes from over a year ago and it seems the sticking point is they only have 1 code enforcement person for the whole city and they're constantly been behind on complaints so they don't want to add to the workload even though they expect only about 100 applications for chickens and rabbits for the whole city (population is about 37000).

There are 2 new council members and a new mayor now. I think the proposal was reasonable but need ideas for how the city could handle enforcement since that was their concern. A bonus is the new mayor was a previous city council member and the only one who voted for allowing chickens and rabbits. I've joined a local Facebook group and would like to contribute.

Ideas?
 
I think that if we are going to do this we have to be serious enough to regulate this back yard chicken party on the honor system. create a club, share information, appoint 2 or 3 willing souls to over see compliance by everyone, at no cost to roy, but responsible to report non compliance. a lot of people say they want chickens but have no idea what needs to be done to maintain there flock. after a couple of months, they give up or figure it out. your going to have neighbors that are going to complain even when thiers nothing wrong, that's when you get a phone call. so it will be work, there will be petty complaints, that's where you have to go and talk to the anti- chicken group and explain we are all only on this planet for a short time, can we please get along. im a farm girl I would love to have a milk cow, but I don't think roy is ready for that yet. make it a trial run for a year, have a meeting for all of the people that want to do this a show of numbers is always a push. do not agree to be regulated or over seen by code enforcement. big headache, shes not an animal person.
 
I wasn't at any of the meeting previous to this as I didn't plan on getting chicks so my understanding is based on reading the meeting minutes.

How would a chicken club be presented to the city?
 
Hi l live in Roy and just got my chicks and got online to see if I need a permit to have them and I was Surprise on what I read I would love to know what to do what are u doing
 
I also live in Roy and would be glad to join this group in helping in whatever is needed to allow our feathered friend to be allowed in our city.
What really upsets me about not being allowed is I have neighbors that are allowed to have chickens roosters included. The city annexed them into Hooper because of them being grandfathered in an old ordance that allows livestock on certain size lots. We are on almost half acre lots and bigger. I feel as long as they are taken care of and there is no smell or noice what is the concern of the city too allow us too keep feathered friends.
Lets get something started and change or code to allow them
 
I'm new to the Roy area and was planning to get chickens with my kids this weekend when I stumbled upon this thread. I'm having a hard time figuring out what is allowed in Roy, UT. One place says No chickens in Residential areas, one says up to 5 chickens for non-commercial reasons.

Any help on locating the correct laws, ordinances and such is greatly appreciated.
