He's a cockerel, no doubt. Looks like a splash Ameraucana.

Definitely a rooster. As for when cockerels begin crowing, it varies. Rarely, they start at 3-4 weeks. More commonly, they begin crowing at 8-10 weeks. Some, like your rooster, wait longer. I suspect that Bilbo will begin crowing within a month.

Oh, yeah, he can start any time now. I've had them crow in their first week of life, so it varies a great deal. But, I agree with everyone else on the cockerel part.
