I think that it's still too young. But, Chick #3 is looking particularly roosterish to me.

For me it is about body position for sexing Silkies (which are indeed hard) as much as the "top hat"
I agree that #3 looks to be a roo.
I even think that #2 could be a roo as well....
#1 looks to be a pullet.
But to be certain I would look at full body shot profiles....the females are squattier while the males stand more at attention.
