I can't find any info on raising quail in Delaware. Do I need a permit to raise for personal use? I know I need a permit if I plan to sell and or release. Which I do not plan on doing.
 
Call your state dept of fish and game and if they dont have an answer call the state dept of agriculture. Every state has different laws and its easiest to be sure by talking to an authority from your state.
 
So I called the department of Fish and wildlife in Delaware twice now. I haven't got to talk to the correct person yet..Left 1 voice mail.
I was told that she would be back in an hour. But here is what i found out!!

In the State of Delaware
(a) A Person Must obtain an annual license before engaging in the business or industry of breeding game animal's or game birds.

(b) This section shall not apply to birds or animals raised by or for the Department, or to any person engaged in the breeding of game animals or game birds with the total of which shall not exceed 25 in number.

A fee of $11.50 shall be paid to the Department for license under this sub chapter which shall be issued only to citizens of the United
States and which shall not be transferable.

I had to do some e-mailing and calling to get the number to call

25 birds/game animals and under need permit but free
26 birds/game animals and up $11.50

Finally got through. The actually nice woman on the other end took my name and info and was going to I guess give it to whom ever and I guess they will send me the permit paperwork for 25 and under. I did specify quail.
For the game bird/ breeder application you have to go to the main office and specify what breeds of game birds you want to breed and sell. Not for me at this point.
 
To raise a backyard flock of any domesticated breed of bird you need you need to register your flock with the Delaware Department of Agraculture. To register call 302-739-4812

To raise any Quail native to North America you need a permit. To obtain the free 25 game bird permit I called the Delaware depart of fish and wildlife at 302-739-9912. It's not the right number but they transferred me.
For the breeder permit I was told I had to go to their office at 89 kings highway Dover.
