Hi, I noticed this thread is old but your question is recent.
No, you shouldn't hear any crowing at 8 weeks. It is vaguely possible, but highly unusual. If they make even a noise you might think is a learning to crow noise, you are of course free to butcher them on the spot. No neighbor annoying required.

I have to respectfully disagree...
The birds start crowing at about 6 weeks, it's not like a full grown rooster crow but they can and definitely do crow. I've had some batches that were quiet and some that were noisy.
I'm amazed about what people will complain about. Nobody seems to care if the neighbors dogs bark 24/7 but for heavens sake let us not hear a rooster. Makes absolutely no sense
