9 day chick crying, not gaining weight

I incubated 12 chicken eggs that were shipped from a hatchery. Only 7 of them hatched, so I bought four more chicks at the feed store without knowing about quarantine and coccidiosis etc.. and I am quite worried now.

Most of the chicks seem healthy and happy, but there is diarrhea in the brooder. Three had pasty butt. The brooder is a big feed tank with light at one end and food and water at the other.

This one chick in particular always held its wings out a bit and walked with a wider legged walk. It is 9 days old, possibly wyandotte, and tiny compared to its peers. It chirps plaintively and loudly and I can feel its bones when I hold it. Its legs feel cold. Temperature right under the lamp is 96. Other side of the brooder goes down to 75.

Could he be sick? Or is it genetic? Too much heat during incubation? I am at a loss and don't know what to do for the chick. I added electrolytes to their water tonight in the hopes that it helps the little guy.
 
An update, in case anyone combs through here like I did for answers..

The chick passed. No others ill, so it must have been an issue from hatch. :(
