I've been using it for a few years. We get ours through ADMC. They also sell a 16% layer ration. This one is slightly higher in protein/vitamins/minerals for breeders and better hatchability of eggs.

I don't plan on ever hatching eggs (no roosters allowed in the city). So should I get a different layer feed??

Actually I think it works quite well for birds actively laying.
