Ayam Cemani, considered large or medium?

Sooooo, I didn't want to spend hundreds on an Ayam chick, so I got hatching eggs....well sure enough only 1 hatched, and of course it's a Roo. I would like to keep him, as my town I believe doesn't have any rules against roosters, BUT, I don't want my neighbors angry about the chickens either. So, I'm thinking of getting the no-crow collar as a precaution. My question is at an average of 4.5-6.5 lbs for the roosters, would that be considered large or medium?
 
An alternative would be to make your own out of a strip of double sided velcro. You can cut large than needed and let them grow into it. I have 5 cocks and use collars to keep their crowing volume down. It's important to regularly check and adjust the collar no matter what brand/method of collar you get, and there is the risk that they could slip down =, get caught on something or tighten and you might lose your bird.
