I had one doing that at 5 days. I added a heat light and fine in 10 minutes or so after. They should have heat 90-95 first week then for each week after -5 degrees

i gave her heat but no change so far...

I would try some electrolytes in her water and see if this helps. She may have gotten cold during transport and is not able to get warmed up. It is hard to know just what is wrong without seeing her and running tests.

Some 'chicksaver'...vitamins/electrolytes.... is a good idea.

Has this chick always been poorly?
I assume you got them as day olds?

Chicks must stay warm, you need heat for about 4 wks

Yes, 3 weeks is cutting it too short on the heat. Even if fully feathered - they still need it and seek it.

She has always been quiet and tiered seeming

She could have some genetic deformity inside....if all the other chicks are fine.
Sometimes 'failure to thrive' doesn't become fatal until later.
