Wouldn't that be a weird spot for frost bite, it wasn't super cold last night. And I put him in a insulated shed at night(there isn't any heat) he's in a large dog kennel and during the day he goes out to a separate enclosure as he's being quarantined. He does have the healing wound from scratching his comb up a bit. The blister spot is the part of his comb that is closer to his beakIs it cold where you are? I can see what looks to be a scab on the back of his comb as well, so it could be an injury.

Try rubbing a small amount of vaseline onto the comb at least once a week. See if that helps.
