Two of my 20 week old pullets had bloody beaks this morning. Are they fighting or hurt from the wire around their run?

That's not that bad.

It could be either. Could be from fighting, or hitting some wire.

The injury is very minor. You could apply some Triple Antibiotic ointment(Non Pain Relieving), to the injured area.
